The Department of Information Services (DIS) will continue providing leadership and necessary oversight to complete the implementation of major agency line-of business systems. It is important that DIS support the coordination and
scheduling of these key state initiatives in order to ensure resources are available if changes are needed to core financial systems.
Enterprise systems under development:
Grants, Contracts and Loans Management (GCLM)
The GCLM project started in 2005 when the Departments of Ecology and Community, Trade and Economic Development asked for funding for new computer systems. Instead of developing multiple systems, it was decided the Office of Financial Management would lead the procurement of a commercially available solution for managing the state’s grants, contracts and loans.
The primary purpose of the new system is to provide a clear view across the entire state of where grant and loan money went and what was achieved. Other benefits expected from the system include:

Streamlined and integrated program services;

More proactive project monitoring;

Online access to better information for better decisions and better results; and

Benefits Administration & Insurance Accounting System (BAIAS)
The goal of the BAIAS Project is the acquisition and successful implementation of replacement technology for the Health Care Authority’s benefits administration and insurance accounting system(s). The technology solution selected will:

Demonstrate flexibility and cost effectiveness in meeting applicable HCA business requirements; and

Support continuous improvement in service delivery processes for clients, stakeholder agencies and organizations and applicable HCA program operations.

Constituent Relationship Management System (CRMS)
The Constituent Relationship Management System is a fully automated service and support system, which will be used in the Governor’s constituent relations office. It is designed to increase the productivity and efficiency of constituent relations staff while providing greater constituent satisfaction.
