Time, Leave and Labor Distribution (TLLD)

A recent statewide survey on time and leave collection and labor distribution business processes revealed opportunities for significant improvement in several areas that could be solved by developing a Time, Leave and Labor Distribution (TLLD) solution. The TLLD project is under the Roadmap positioning activity Human Resource Management System (HRMS).

A solution that provides stakeholders an automated and consistent source of information will help with the administration and implementation of the State’s Civil Service System, including the Civil Service Rules, labor contracts and the classification and pay applications. It will help those who need labor distribution functionality to plan, budget, account and report on agency goals, programs and projects in accordance with state and federal regulations. It will also help reduce individual agencies’ risk with respect to federal and state audits.

The Departments of Natural Resources (DNR), Transportation (WSDOT), Personnel (DOP) and the Office of Financial Management (OFM) are currently partnering to determine the feasibility of developing a TLLD system to meet WSDOT and DNR unique needs, and provide the state with a foundation that could later be expanded to support an enterprise solution for those business processes. The feasibility study is scheduled for completion in June 2009.

The Departments of Natural Resources (DNR) and Transportation (WSDOT) jointly prepared, in collaboration with the Office of Financial Management (OFM), and the Department of Personnel (DOP), detailed system requirements and a feasibility study for a new Time, Leave, and Labor Distribution (TLLD) application. In addition, two Management and Oversight of Strategic Technologies (MOST) consultants from the Department of Information Services (DIS) participated in the effort. The project team also sought and implemented valuable input from 11 other agencies. While initially focusing on meeting the needs of DNR and WSDOT, the new TLLD application is intended to be designed with the flexibility to adapt the new TLLD application to become the enterprise timekeeping and labor distribution solution for Washington state agencies.

HRMS Upgrade

The Human Resource Management System (HRMS) is the central personnel and payroll application for Washington State government. It serves all state government agencies, and provides a common data pool that can provide insight into the state's human resource trends and strategies. HRMS was implemented statewide in the spring and summer of 2006.

The HRMS upgrade brings system software and hardware up to industry standards, and ensures the continuation of product warranties. In addition, the upgraded software works with most current versions of Microsoft products, including Internet Explorer 7 and Vista. Department of Personnel (DOP) and the Department of Information Services (DIS) are in the process of installing new hardware and preparing for the upgrade.
