Notary bonds
As ORM has the authority to authorize state agencies to make direct purchases, it has established a procedure which allows state employees to purchase notary bonds directly from the state broker of record.
- RCW 42.44 requires all individuals applying for a notary certificate in Washington state to file a $10,000 notary public bond with the Department of Licensing prior to their appointment as a notary public.
- RCW 43.41.310 places the responsibility and authority for the purchase of commercial insurance and bonds for all state agencies with the Office of Risk Management (ORM).
New appointment or renewal of existing notary public appointment
Please note that the process for a new or renewal appointment for a Notary Public will take three to four weeks to process. To expedite the process, it is important that the steps below are followed:
Notary bond
- Complete the application for the notary bond. An electronic copy of the bond will be sent to the email address you provide in the online application.
- Print and sign the bond that you receive via email.
- Use an agency credit card to purchase the bond ($50).
Notary certificate
- Print and complete the Department of Licensing’s (DOL) application for notary certificate.
- Mail the application, signed bond, and $30.00 payment. Choose the payment method and associated mailing information from the list below:

NOTE: Enter the employee's name in the vendor message field

Send application and signed bond to:

- DOL will mail the notary certificate to the employee’s residence as provided on the application. For questions, contact DOL, Revenue Accounting at 360.664.1478.
Notary stamp
- After receipt of the notary certificate, complete the notary stamp form online. NOTE: State agencies must use a credit card when submitting online order form.
- Fax a copy of the completed form to Mastermark at 206.763.8492. Please reference the order number on the fax or fax a copy of the order confirmation with the certificate.
Applicant signature on the application and bond MUST BE IDENTICAL.
Procedure for name change
- Send a copy of your current notary certificate, a copy of your current bond and a letter (include current mailing address) requesting a name change to Wells Fargo Insurance Services at the address below.
- Wells Fargo Insurance Services will procure a rider to the existing notary bond and mail the rider directly to you.
- Send the rider, along with $15, to the Department of Licensing.

- Order a corrected notary stamp online. NOTE: State agencies must use a credit card when submitting online order form.

Procedure for change of address
- Send a copy of the current certificate and a letter showing the new address directly to the Department of Licensing. There is no charge for a change of address.
