About across-the-board reductions
In September, the Office of Financial Management (OFM) issued instructions to agency directors, statewide elected officials, presidents of higher education institutions, and directors of boards and commissions for making the cuts mandated by Executive Order 10-04.
This webpage answers frequently asked questions about the mandated cuts. It will be updated with state agency plans for these reductions when received.
Why are across-the-board reductions mandated?
RCW 43.88.110(7) requires across-the-board reductions in allotments if the Governor projects a cash deficit in a particular fund. The Governor issued Executive Order 10-04 in response to a $770 million decrease in September’s quarterly revenue projection for the State General Fund for the 2009–11 biennium. What agencies are affected?
By law, the across-the-board reductions in allotments apply to all branches of state government and to all agencies headed by elected officials that received appropriations from the affected fund. Agencies were instructed in August to develop a plan in anticipation of these cuts. Plans are due to OFM by Oct. 15, 2010. Agency plans will be posted at the bottom of this webpage as we receive them.
What are across-the-board reductions?
An allotment is a spending plan for appropriations made by the Legislature. State agencies allot a specific amount of money appropriated from a number of sources, including the State General Fund, to fund programs and services they provide to citizens. The downturn in September’s quarterly revenue projection for the State General Fund means that there is not expected to be sufficient revenue to support the existing budget.
In order to avoid a cash deficit, state law requires the Governor to take across-the-board reductions in agency allotments to bring their spending authority back into balance with expected revenues. Learn more about the budget process timeline.
When will these reductions take place?
The allotment of each appropriation from the State General Fund will be reduced effective Oct. 1, 2010, by an amount necessary to avoid a cash deficit in the State General Fund.
