| 4.2.7.1.1.a | Advantageous-Direct non-financial, work-related benefits accruing to the state. |
| 4.2.7.1.1.b | Agency-Means and includes every state agency,office, board, commission, department, state institution, or state institution of higher education, which includes all state universities, regional universities, The Evergreen State College, and community and technical colleges. |
| 4.2.7.1.1.c | Authorized Travel Period-That period of time when the traveleris in authorized travel status away from the official stationand official residence. |
| 4.2.7.1.1.d | Business Travel Account-Terminology used by the American Express Company for a "ghost billing account" (Refer to n. below). |
| 4.2.7.1.1.e | Coffee and Light Refreshment-For state travel regulation purposes, coffee encompasses any non-alcoholic beverage, such as tea, soft drinks, juice, or milk. For state travel regulation purposes, a light refreshment is an edible item that may be served between meals. Examples of such items are doughnuts, sweet rolls, pieces of fruit or cheese. |
| 4.2.7.1.1.f | Commercial Lodging Facility-A business, non-profit, or governmental entity that provides lodging accommodations for a fee. |
| 4.2.7.1.1.g | Common Carrier-A person or company that transports passengers or goods for a fee. |
| 4.2.7.1.1.h | Commuter Ride-Sharing-A car pool or van pool arrangement whereby a fixed group not exceeding 15 persons including passengers and driver is transported between their residences or other designated place, and their places of employment, educational, or other institutions, in a single daily round trip where the driver is also on the way to or from the place of employment, educational, or other institution. |
| 4.2.7.1.1.i | Commuting-Travel between the official residenceand other domicile of a state officer or employee and their official stationor other place of work. |
| 4.2.7.1.1.j | Continental Breakfast-A breakfast generally consisting of juice, breakfast bread, and a hot beverage (typically coffee or tea). Fruit is sometimes included as part of the price or as a priced option. |
| 4.2.7.1.1.k | Continental USA-As used herein, all areas in the 48 contiguous states and the District of Columbia. |
| 4.2.7.1.1.l | Economical-Direct financial, work-related costs that occur at the least cost to the state and which the state is responsible to pay. |
| 4.2.7.1.1.m | Foreign-All areas in the world outside of the United States of America and its possessions. |
| 4.2.7.1.1.n | Ghost Billing Account-A cardless billing program offered by many charge card and credit card companies which is designed to primarily accommodate airline ticket purchases. |
| 4.2.7.1.1.o | Guaranteed Ride Home-Provision of an assured ride home for commuters participating in a commute trip reduction program who are not able to use their normal commute mode because of personal emergencies (RCW 43.01). |
| 4.2.7.1.1.p | High Cost Locations- Continental USA-Specific cities or areas within the continental USA as displayed in SCHEDULE B of Subsection 4.2.7.2.3. |
| 4.2.7.1.1.q | High Cost Locations-Non continental USAand Foreign--Specific cities or areas within the non-continental USA and foreign nations or localities throughout the world as contained in SCHEDULE C (Subsection 4.2.7.2.4). |
| 4.2.7.1.1.r | In-State Travel-Travel within the state of Washington (exception: refer to Subsection 4.2.1.3.1.g). |
| 4.2.7.1.1.s | Integral Part of the Meeting-An activity within a meeting that is essential to the completeness of the meeting. |
| 4.2.7.1.1.t | Local Airport-The airport that offers commercial air service that is closest to the point from which travel begins. In most situations it would be the airport closest to the traveler'sresidence. For out-of-statedestinations, the closest airport which provides direct out-of-stateflights may be considered the local airport for this purpose. |

| 4.2.7.1.1.v | NADA Value-The average trade-in value shown in the current issue of the NADA Official Used Car Guide, Pacific Northwest edition, published by the National Automobile Dealers Used Car Guide Company. | |
| 4.2.7.1.1.w | Non continental USA-As used herein, all areas in Alaska, Hawaii, the Commonwealth of Puerto Rico, and possessions of the United States of America throughout the world. | |
| 4.2.7.1.1.x | Normal Return Night-That night of travel on which it was anticipated prior to the trip, that the traveler would return either to the official duty stationor official residenceafter the completion of official state business. | |
| 4.2.7.1.1.y | Official Residence-The city, town, or other location where a state official or employee maintains a residence which is used as their primary domicile. Determinations by the agencyhead or authorized designee regarding a state official or employee's official residenceare to be based on items such as voter registration, ownership, or long-term rental of a personal residence, and the permanent address carried in the state official or employee's personnel or other file. | |
| 4.2.7.1.1.z | Official State Business-Those activities performed by an official or employee of the state, authorized volunteer, or contractor, work experience program participant, student, or employee of another governmental jurisdiction as directed by his or her supervisor in order to accomplish state programs or as required by the duties of his or her position or office. | |
| 4.2.7.1.1.aa | Official Station-The city, town, or other location where the state official or employee's office is located, or the city, town or location where the state official or employee's work is performed on a permanent basis. For the purposes of these travel regulations, Olympia, Tumwater, and Lacey are considered to be the same official station. A state official or employee's official station is to be designated by the agency. It is to be determined by the needs of the agencyand not assigned because it is the home or preferred living area of a state official or employee. | |

| 4.2.7.1.1.ac | Passenger Motor Vehicle-Any sedan, station wagon, van, bus, or light truck which is designed for carrying ten passengers or less and is used primarily for the transportation of persons. | |

| 4.2.7.1.1.af | Regular Workplace-The location where a state employee or state official normally performs his/her work (excludes meeting and conference rooms). | |
| 4.2.7.1.1.ag | Subsistence Expenses-Those daily travel expensescovering meals, taxes and tips for meals. | |
| 4.2.7.1.1.ah | Telecommuting-Involves the use of telephones and computers to enable an employee to work at a location other than their regular workplace. Telecommuting is a Commute Trip Reduction strategy, which must be approved by an employee's. agency | |
| 4.2.7.1.1.ai | Temporarily Assigned Vehicle-A passenger motor vehiclewhich has been assigned to a state agencyor an individual for a period of 30 days or less. | |
| 4.2.7.1.1.aj | Temporary Duty Station-A fixed location where a state official or employee has been temporarily assigned to work for a specific period of time which is less than one year. | |
| 4.2.7.1.1.ak | Transportation Expenses-Those costs covering a) travel by commercial carriers such as bus, train, ship, and airplane; b) travel by privately owned motor vehicles, such as cars, motorcycles, vans, or trucks; c) travel by rental motor vehicle; d) or some combination of a), b), and/or c). | |

| 4.2.7.1.1.am | Travel Expenses-Those costs covering per diemexpenses; transportation expenses;meals and/or coffee and light refreshment expenses regardless of travel status;and miscellaneous business expenses related to travel. | |
