All capitalized fixed assets are to be reported quarterly to OFM for inclusion on the Statewide Asset Reporting System (SARS) as follows: |

Frequency/Due Date - Agencies are to submit a report of capitalized fixed assets no later than the 15th of the month following the close of every quarter except for the quarter ending June 30. The due date for the quarter ending June 30 is published annually as part of the directive implementing the revision to Part 5, Reports and Statements, of this manual. Quarterly reporting is automatically transmitted to SARS for agencies’ capitalized fixed assets that are inventoried on OFM’s Capital Asset Management System (CAMS). |

Mode - Agencies are to submit fixed asset reports via machine compatible medium approved by OFM. The system interface requirements will be made available to agencies by the OFM Accounting Division upon request. Manual reports will not be accepted. |

For surplus information technology related equipment and proprietary software, RCW 43.105.041 requires the Information Services Board, within the Department of Information Services (DIS), to develop policies and guidelines for disposing of such assets. These policies identify the threshold at which these assets are required to be reported to DIS. Although agencies are not required to report these assets to the Office of Commodity Redistribution (OCR) (refer to Subsection 3.1.2.3.3 below), as public agencies, they are encouraged to make these assets available to other state agencies, school districts, and nonprofit organizations prior to being offered to the general public. To accomplish this, agencies are urged to use the services of OCR for disposing of these assets. |

Per RCW 43.19.1919, agencies are to report to the Office of Commodity Redistribution (OCR), Department of General Administration (GA), all fixed assets (excluding information technology related equipment and proprietary software) classified as surplus to agency needs in a format and manner specified by GA (also refer to Subsection 3.2.1.2.12). |
