Enterprise System for Grants, Contracts and Loans Management Project

The GCLM Executive Steering Committee has unanimously voted to stop suspend project and has been granted permission from the Information Services Board to have an independent assessment of the 2006 Feasibility Study and to look at current requirements, assumptions, and changes in the market.

OFM, in collaboration with the Departments of Ecology (ECY) and Community, Trade, and Economic Development (CTED) is procuring a commercially available solution for managing grants, contracts, and loans that can be implemented with minimal customization.  After the initial implementation at ECY and CTED, the system will be scaled to serve as an enterprise system for Washington State agencies.
The system will automate end-to-end grant, contract, and loan management business processes and provide a clear view across the entire state of where money was distributed and what was achieved.  Implementation of the GCLM system and related business process improvements is expected to provide the following business value:
