To meet all approved claims for refund of tax on marine fuel, acquisistion of title, or any interests of rights in marine recreation, capital improvement of marine recreation land, or matching money in any case where federal or other funds are made available on a matching basis, administrative expenses and other expenses as prescribed by the Interagency Committee for Outdoor Recreation.
