Required Training Effective January 2004
State agencies shall require agency employees responsible for executing or managing personal service contracts and client service contracts to complete the training course to the satisfaction of the Office of Financial Management. Beginning January 1, 2004, no agency employee may execute or manage personal service contracts or client service contracts unless the employee has completed the training course. (RCW 39.29.120) The following information pertains to the staff who manage (handle the day-to-day activities of the contract) or sign personal service or client service contracts. This list should help guide you toward making the correct training choices according to your contracting responsibilities. |
The following agencies have been approved by OFM to teach their own contract training courses which meet the contracts training requirements in RCW 39.29.120:

What class(es) do I need to take?
If you manage personal service contracts, you should register for:
- Introduction to Personal Service Contracts (half-day) or
- Personal Service Contract Overview (full-day with more discussion and case studies)
If you manage client service contracts, you should register for:
- Introduction to Client Service Contracts (half-day) or
- Client Service Contracts Overview (full-day with more discussion and case studies)
If you manage both client and personal service contracts, you should register for one of the following for both personal services and client services:
- Either the Introduction class (half-day) or the Overview class (full-day with more discussion and case studies).
If you only execute (sign) personal and/or client service contracts, you should register for one of the following:
- Either the Introduction class (half-day) or the Overview class (full-day with more discussion and case studies) relating to the type of contracts you execute; OR:
If you are a mid-level manager, you should register for:
- Contracting for Mid-level Managers (half-day); OR:
If you are an executive manager (agency director or assistant director or equivalent) and only execute contracts, you should register for:
- Contract Training for Executive Managers (one-hour). This training is offered on a regular basis, however, if your agency has at least 8 or more people that would like to attend, a class may be scheduled at the request of your agency.
