The attached reports provide information on personal service contracts that are either filed with or reported to the Department of Enterprise Services (DES).
What information is in the report
The filed report is a detailed listing of personal service contracts and their amendments filed by state agencies and institutions of higher education, per the requirements of RCW 39.29.
The final page provides a summary of the total number of contracts filed by service description, filing type and filing category. The dollar amounts shown are the maximum amounts allowable under the contracts, not expenditures against the contracts.
What is a filing number
The filing number is assigned by the Personal Service Contract Database (PSCD) once the filing has been processed by DES. New contracts are assigned a filing number such as 12345-00 and the first amendment to the contract would be assigned the following type of number, 12345-01.
If the current filing is an amendment, then the “Total” shows the dollar amount authorized by the amendment, and the “Current Contract Total” includes the dollar amount of the original contract and all filed amendments to date.
What is a reported contract
The reported contracts are those that are not subject to filing with DES but rather are reported after contract award. This report includes both personal service contracts and architectural and engineering (JK) contracts awarded by state agencies. DES does not review or approve these contracts, but rather the data is simply provided to DES through the PSCD by agencies for informational purposes.
Note: The reports do not include data on other types of service contracts awarded by Washington state agencies, just personal services and architectural and engineering services.
