Filing Personal Service Contracts through the PSCD

Personal service contracts are filed with OFM exclusively through the PSCD. The PSCD was developed to automate many of the tasks associated with filing data associated with personal service contracts. The database is for state agency use exclusively and is available only to state agencies and institutions of higher education. You may access the PSCD by selecting the proper link (depending on whether you are located inside or outside the statewide intranet) located above.

 

Benefits to Agencies Using the PSCD System


  • Streamlining the filing and reporting process.
  • Assists staff by directing them through the filing process with filing rules dynamically built into the system. The system determines what type of information is needed based on the category of contract or amendment you are filing.
  • Provides agencies online access to view the status of their filings in the OFM process.
  • Provides agencies online access to personal service contract data from one centralized database - including contracts that have been filed with and processed by OFM.

State law Revised Code of Washington (RCW) 39.29 requires legislative and executive review of personal (consulting) services prior to start of work. Executive review is conducted by the Office of Financial Management (OFM) and is based on contract filings submitted by state agencies for specific categories of personal service contracts and amendments.

 

Contract Filing and Reporting Requirements

Personal Service Contract filing and reporting requirements are shown in the category charts below. One chart includes filing categories for the state agencies only, and the other chart includes the filing categories for institutions of higher education only.

Reporting Personal Service Contracts through the PSCD

PSCD is the exclusive way for agencies to report personal service contract information to OFM. Contract information for reported contracts can be entered into the database when the contract is awarded rather than waiting until the end of the reporting period to compile and submit the information to OFM. The reported contract information is then current in the database throughout the year.

 

Reporting Architectural/Engineering Contracts through the PSCD

PSCD is the exclusive way for agencies to report architectural and engineering (A/E) agreements and addenda to OFM. Architectural and Engineering agreement information is to be entered into the PSCD at least quarterly. However, it can be entered at the time of award, rather than waiting to the end of each quarter to submit the information.

To search the PSCD for A/E data, select search, then contract type, then A/E and a date range.

Access to the PSCD

The OFM Contract Services staff publish a PSCD newsletter periodically to assist the PSCD users by providing information covering helpful hints, upcoming changes and system improvements, help with troubleshooting, and going through process steps.
