Personal services or consulting services, as they are commonly called, include a variety of types of professional and technical services that Washington State agencies purchase, such as:

  • Actuarial Services
  • Financial and Economic Analysis
  • Environmental Planning
  • Legal Services
  • Management Consulting
  • Marketing Services
  • Needs Assessment
  • Quality Assurance
  • Research
  • Scientific Studies
  • Statistical Analysis
  • Strategic Planning

The state law governing personal services is Revised Code of Washington (RCW) 39.29. Competition for procurement of personal services is provided within the law. State agencies have authority to conduct their own purchases for personal services. Many personal service contracts are, however, required to be filed with the Office of Financial Management for review and/or approval either prior to start of work or no later than the date of start of work. This review also results in the central location of personal service contract information for ease of public review.

Master Personal Service Contracts

Master personal service contracts are available from the Department of General Administration (GA), Office of State Procurement, for use by state agencies for a variety of personal service categories. The master contracts awarded for non-information technology (IT) services have been filed by GA.

Master IT personal service contracts are available from the Department of Information Services (DIS), through the Information Technology Professional Services (ITPS) Program, for use by state agencies for a variety of IT service categories. The master contracts awarded for ITPS have been filed by DIS.

In addition, the Department of Personnel (DOP) has awarded master personal service contracts for organizational development services and for employee training, including some IT software training, available for use by agencies. The master contracts awarded by DOP have also been filed with OFM.

When agencies conduct a second-tier competition under these master contracts, the resultant work contract is not required to be filed with OFM. Rather, the three agencies report activity under the contracts to OFM.
