Supplemental Budget

The Recommendation Summaries document for the 2009 Supplemental Budget displays the major dollar differences between each agency’s current (2007-2009) expenditure authority and the revised biennial budget proposed by the Governor. It also includes the 2009 supplemental capital plan project list and a fund summary.

The statewide adjustments described below appear in numerous agency budgets.

  • DIS Rate Reductions: This item reflects a decrease in the Department of Information Services’ (DIS) central service rates.
  • Suspension of Labor Relations Fee: The Office of Financial Management's Labor Relations Office (LRO) is suspending the final two quarterly Fiscal Year 2009 collective bargaining billings. This reduction is provided to all agencies based on the fees outlined in RCW 41.08.140 and also includes institutions of higher education for which LRO provides negotiating services.
  • Self Insurance Rebate: The Office of Financial Management’s (OFM) Risk Management Office is making a reduction to the Fiscal Year 2009 self insurance rate in light of the need to reduce state spending. Since this billing has already been paid by agencies, OFM will be providing a rebate to all agencies that pay this cost.
  • Governor-Directed Freeze: In response to rising energy prices and other economic conditions, in August 2008, the Governor directed state agencies to cut gasoline consumption and freeze new hiring, out-of-state travel, personal service contracts, and equipment purchases not related to public safety or other essential activities.
  • Governor-Directed 1% Cut: In October 2008, Governor Gregoire asked agencies to find an additional $240 million in savings.
  • Governor-Directed November Reduction: In response to the November revenue forecast, agencies were asked to find additional cuts for the Governor’s 2009 supplemental budget.
