What percentage of students enrolled in preparation for new jobs reach the "tipping point" by the time they leave the community and technical college system?

The denominator includes students enrolled in a program designed to prepare them for the workforce, including apprenticeship training. Students are considered to have left the community and technical college system is they are not enrolled anywhere in the system in the year after the reporting year. The numerator, students who reach the "tipping point", are those students who complete an apprentice program or receive an associate degree or a certificate with at least a year of credits (45 credits).

The percentage increased in a period when significant numbers of worker retraining students (dislocated workers) were finishing their training. It has declined somewhat as the number of dislocated workers declined. Aside from that temporary increase, the trend in percent reaching the tipping point has been increasing.
