The primary role of Statewide Accounting Services (SWA) is to issue statewide financial and administrative policies, provide financial consulting, monitoring, and training services, and produce statewide reports. SWA is responsible for fiscal year closing and supplemental reporting disclosures. SWA supports agencies with other statewide and federal systems and requirements.

SWA prepares and publishes the state of Washington's Comprehensive Annual Financial Report (CAFR). The CAFR is a thorough and detailed presentation of the state's financial condition. It reports on the state's activities and balances for each fiscal year. It involves a yearlong production effort from the entire SWA team. The Office of Financial Management has received the Government Financial Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting for 18 consecutive years.

SWA is responsible for developing and maintaining the State Administrative and Accounting Manual, also known as SAAM. Policies in SAAM cover financial, accounting and reporting policies, as well as travel and other administrative topics.

SWA also coordinates federally mandated reporting requirements and provides guidance to agencies on various federal compliance issues. SWA prepares and publishes the state's Single Audit Report and the Audit Resolution Report.

In addition, SWA staff assists state agencies by providing training on administrative, accounting, and reporting policies.
