Small Agency Client Services
Small Agency Client Services (SACS) provides efficient, centrally located accounting, budgeting, and payroll services for 39 small agencies. As a result, small agencies are better able to focus their limited resources on their missions, strategic plans, and most importantly, their customers.
When an agency purchases our full line of services they are served by five people within SACS. The five include a lead analyst, two supporting financial analysts, the payroll analyst, and the manager within SACS. The lead financial analyst and one supporting financial analyst provide all of the accounting, budgeting, and personnel-related services included in our Service Level Standards. The payroll analyst and supporting payroll analyst prepare and submit quarterly taxes and ensure that all employees are paid accurately and on time.

SACS provides a wide variety of services to clients including, but not limited to:
Budgeting
- Biennial & Supplemental Budget Development Assistance.
- Fiscal Note Preparation & Coordination Assistance.
- Allotment Preparation.
- Financial Report Analysis and Monitoring.
Personnel & Payroll
- Input information for employees.
- Supply information on payroll changes to agencies.
- Enter attendance.
- Prepare state and federal reports.
- Prepare semi-monthly payroll.
- Reconcile the payroll funds, retirement and withholding.
- Process insurance and benefits information.
Accounting
- Expenditure/Disbursements including vendor payments, employee and commissioner travel, and other state agency payments.
- Revenue including invoicing, accounts receivable, and deposits/cash receipts.
- Fixed Asset Accounting.
- Bank Statement Reconciliations for Local Accounts.
- Financial Reporting.
- Archiving of the financial, budgeting, and payroll records in SACS possession.
- Federal Grant Reporting and Disclosure.
- Miscellaneous Income (Federal Form 1099) and Excise Tax Reporting.

Service Objectives
- Contract with agencies to provide these services.
- Partner with agencies to maintain fiscal integrity and separation of duties.
- Share information freely among agencies.
- Serve as an advocate for small agencies.
- Ensure compliance with state and federal laws and generally accepted accounting principles.
- Send financial reports monthly.
- Meet with agencies quarterly.
- Attend Commission/Board meetings at agencies’ request.
